Generate Pipeline Configurations

Most of the pipeline generation configuration files have been automated using Concourse
pipelines and `Enki <https://github.com/openstax/enki>`_.

It's not typical for a developer to edit the Concourse pipeline configurations directly. 
The pipeline configuration generation responsibilities have been moved to the 
`Enki <https://github.com/openstax/enki/tree/main/build-concourse>`_ project.
